A good place to start is Mill Creek Park, they have kayaks for rent and a Kayak program run by Ray Novatny who is a member of the TCT. They can help with the basics and see what style of boat you would like to get.
As for used boats, craig list as a lot and Boatertalk.com under gear swap as a lot as well.
