Default Upper limit of safe paddling?

American Whitewater gives 2,500 cfs as the upper limit for the Harpersfield dam to Hidden Valley Park stretch of river. This appears to be somewhere between 4.7 and 4.8 ft on the Paineville USGS gage. My guess is that the upper level of safe paddling would be quite a bit lower for novice paddlers. Others on the forum might have some thoughts on this. I don't have enough runs on the river to offer an opinion.
