Trumbull Canoe Trails Meeting Minutes Sunday, February 17, 2013 FINAL Minutes approved by the club membership on December 1, 2013 Prepared February 22, 2013 Edited for content (online version only by deleting account balances and for clarity) Call to Order President Mike Danko called the second meeting of 2013 to order at 3:45 p.m. on February 17 at The Ice House in Youngstown, Ohio, with 22 members present. Secretary’s Minutes Club secretary John Paul Tolson read minutes from the previous club meeting held on January 20, 2013. The members present voted to approve the minutes as read. JP indicated that draft and final minutes are now posted on the club’s website. Treasurer’s Report Club treasurer Patty Allen reported that since the last meeting on January 20, the club income was $330 from members’ 2013 dues. There have been no expenses since the last meeting. Carmen Mazza moved to accept the treasurer’s report; Paul Isaac seconded the motion and members present approved the motion. Contact Patty Allen for information on specific dollar amounts of account balances. Old Business 1. Donations for Improved Access Club president, Mike Danko, proposes that the club make two $250 donations for improved access on the Mahoning River. One would be to Trumbull County MetroParks for an improved launch ramp at Thomas Swift Park. The second would be to Friends of the Mahoning River for a ramp at B&O Station. Steve Preston moved that that the club make a $250 donation to Trumbull County MetroParks for an improved access ramp at Thomas Swift Park; Bruce Ambrose seconded the motion, and members present voted to accept the motion. For the ramp at B&O Station, however, the Friends of the Mahoning River is not ready to accept monetary donations. The group wants a ramp at B&O Station that is similar in design to the one at Canoe City, and is also looking to refurbish the existing dock, according to club member Chuck Miller. The Friends group is developing a scope of work to reach a definitive cost estimate for the work. If estimates are not too costly, Friends will canvas local companies for donations of money and materials. Terry Gleason suggested that by earmarking funds for the Friends group before it is able to accept donations, the club might be prematurely committing its resources. Steve Preston moved that the club vote on whether to earmark money for the Friends group or to table the idea for now until Friends is able to accept monetary donations. Carmen Mazza seconded the motion. Club members voted 9-7 to earmark money for the Friends group for improved access at B&O Station. Chuck Miller subsequently moved that the club earmark $250 for the Friends group for an improved access ramp at B&O Station. Tim Parkin seconded the motion and members present voted to accept the motion. Steve felt it is important to have a club presence on the board of the Friends group to oversee its expenditures. 2. Tax-exempt Status Club treasurer Patty Allen reported that the Internal Revenue Service has requested copies of the club by-laws and incorporation papers as it reviews the club’s application for re-instatement of its tax-exempt status. These items must be submitted to the IRS by March 31, 2013. Ed Rigby will look for those documents in the club’s archives and pass them along to Patty. 3. Bowling Green State University Outdoors Group The Bowling Green State University outdoors group would like to join the club for its trip down Little Beaver Creek if the trip coincides with the school’s spring break. It would also like TCT to take its whitewater instructors down Slippery Rock Creek. 4. Safety Class Youngstown State will not allow the club to use its pool for the club’s water safety class. The YW and YMCAs will permit the club to use their shallow pools, but they charge $150 and allow only one or two boats in the pool. The club will now plan to hold the safety class at the summer picnic. Later, during the trip-planning portion of the meeting, a lively exchange developed over venue options for the class including Guilford Lake, Lake Milton, and Mosquito Reservoir where, according to Mike Danko, the ranger staff was eager for the club to make use of its facilities. One member raised a “stink” over the Mosquito site, claiming it was too often “fowled” with “duck poop.” The club subsequently decided to hold the picnic and safety class at Canoe City. New Business 1. Trip Planning Club president Mike Danko, supported by vice president, Ed Rigby, led a spirited trip-planning session. In general, trips should be within a 60 to 90 minute driving radius and there should be at least five or six trips scheduled on the Mahoning, the club’s “home” river. Runs that require longer driving times should be considered for posting on the club website as unofficial trips by trip organizers. Twenty-three official club-sponsored paddling trips were scheduled beginning with the first trip to Slippery Rock Creek on Sunday, March 17, 2013 and ending with the traditional Chili Chilly Run at Canoe City on December 1. The complete list of scheduled events is in the appendix to the minutes. 2. Announcements •Patty Allen will be taking orders for a variety of apparel items with the club logo such as short and long-sleeve t-shirts, v-neck windbreakers, hats, etc. The items will now be available in different colors. Orders must be pre-paid. •Ron Eels said that he plans to be paddling the Yough quite a bit this summer and that he will post these unofficial trips on the club website. He also offered to help members with safety training as well as rolling their kayaks on the middle fork of Little Beaver Creek this summer at the Elkton access area. •Joel Beeghly mentioned that he is pioneering a new stretch of the Mahoning for paddling trips from the Girard Dam to B&O Station. •Chuck Miller announced several items: a. The next meeting of the Friend of the Mahoning group would be Monday, February 18. b. Ohio Edison is developing final plans to remove the trestle that spans the Mahoning River below Lowellville. c. The City of Lowellville is awaiting word from Ohio EPA on it grant application to remove the Lowellville Dam •JP Tolson called the club’s attention to a meeting of a citizens group dedicated to protecting Beaver Creek State Park from the impacts of shale gas drilling. The group will meet on Wednesday February 20 to discuss how it can work with drilling companies to ensure that minimum flows be maintained in the creek throughout the entire watershed in the face of the demand for large volumes of fresh water required in the drilling process. •Mike Danko graciously thanked a number of club members who have helped him through his first year as club president. Indeed, the club has been blessed to have someone with Mike’s energy, enthusiasm, and dedication as its leader. Adjournment At approximately 5:30 p.m. Tim Parkin moved that the meeting be adjourned.
