Call to Order

President Mike Danko called the first meeting of 2013 to order at 4:45 p.m. on January 20 at The Ice House in Youngstown, Ohio. Forty-one members and guests attended during the club’s annual procrastinator’s Christmas party.


Treasurer’s Report

Club treasurer Patty Allen gave the annual year-end report of club finances.
including total income, total expenses, and balance for the club checking and saving accounts. Contact Patty Allen for information on specific dollar amounts of income, expenses, and account balances.

Susan Holub moved to accept the treasurer’s report; Tim Parkin seconded the motion. The club members present voted to accept the motion.


Secretary’s Minutes

Club secretary John Paul Tolson read two pages of minutes from the previous club meeting, which was held on December 2, 2012. The members present voted to approve the minutes as read. [Note: Meeting minutes are now placed on the TCT website.]


Old Business

No items of old business were discussed.


New Business

1. Membership Officer
There is growing consensus that the club needs an officer to maintain membership records. Duties would include picking up membership registrations from the club post office box, sending mailed-in dues to the club treasurer, maintaining an roster of active members with their contact information and other matters related to club membership. Susan Holub has agreed to assume these duties. Prior to formally establishing a membership officer, Ed Rigby suggested that the club create a two-person committee consisting of Susan and club president Mike Danko to determine more specifically the responsibilities and procedures for such a position. John Paul Tolson suggested that the duties of the office be clarified in writing. Rich Allen moved that such a committee be established. Ed Rigby seconded the motion. Club members present approved the motion.

2. Safety Class
Club president, Mike Danko, is investigating indoor pool rental from the YMCA, YWCA, and Youngstown State University for a basic safety class in early March. The club may be able to pay for all or part of the cost. Kayak water entry, bow rescue, rolling, use of throw ropes and other rescue and safety topics would be covered. The number of boats allowed in the pool will be limited.

3. Donations for Improved Access
President, Mike Danko, would like to make financial contributions from the club to Trumbull County MetroParks and Friends of the Mahoning for improved access ramps on the Mahoning River at Swift MetroPark and B&O Station. He will consult with club treasurer, Patty Allen, to determine a reasonable donation amount to each organization in view of the club’s financial status.

4. Bowling Green State University outdoor group
The Bowling Green State University outdoor group would like to join the club on one of our scheduled trips this year to Little Beaver Creek or the Grand River. Mike Danko, club president, wanted to check with the membership to determine willingness to allow the group to join one of these trips. Club members had no objection. On a separate trip that will not be part of the formal club trip schedule, a small group of club members will shepherd Bowling Green whitewater students down Slippery Rock Creek.

5. Planning Meeting
The club’s 2013 planning meeting is scheduled for 3:00 p.m. on Sunday, February 17 at the Ice House. President Mike Danko, would like to have five to six trips scheduled for the Mahoning River this year.


Presentation

Mr. John Kwolek, president of Friends of the Mahoning River, and a 30-year employee of the Ohio Environmental Protection Agency (OEPA), discussed the work of the Friends organization. The group, started in early 2012, formed with the objective of increasing the recreational use of the Mahoning River. It also seeks to extend state water trail designation to the Ohio – Pennsylvania border and to restore the river to its natural habitats of rapids, runs, and pools.

Mr. Kwolek also explained the impacts of dams on natural river habitats such as reduced fish species diversity and sediment accumulation in dam pools. The Friends group supports the city of Lowellville’s application to the Ohio Environmental Protection Agency for grant funds to remove the Lowellville dam. The cost estimate for removal is $5 million. The Friends group would like to see plans for dam removal address the interests of paddlers by incorporating rapids in the design. There may be opportunities for Trumbull Canoe Trails to be involved in the design process.

The Ohio EPA will conduct a habitat study of the river this summer from the city of Warren to the state line. Mr. Kwolek explained that there is more fishing in the river today than is commonly realized and that more pollution-sensitive fish are now found in the river since the 1980s when the only fish found in river sampling were small carp. The club offered to help with the study this summer.

The next meeting of the Friends of the Mahoning River will be held on Monday, January 28, 2013 at the main Youngstown library.

At approximately 5:40 p.m. Preston Foster moved that the meeting be adjourned. Bob Kolenich seconded the motion and members present approved the motion.
