Lock 5 (Schenley / Freeprot) on the Allegheny. I don't have an answer as to other vessels in the lock, however that far up the Allegheny, there is hardly any barge traffic. I'm sure the lock tenders would make prudent decisions as to what vessels inter-mingle in the lock.
